Goal alignment verification confirms that agent behavior actually pursues specified goals. Agents may find unexpected paths to objectives—paths that achieve the goal while violating unstated constraints or values. Regular verification of alignment is essential.
Goal modification controls define how and when agent objectives can be changed. Uncontrolled goal modification creates risk of drift or manipulation.
Behavior Governance
Behavior governance addresses how agents act—whether their behavior remains within acceptable bounds during operation.
Behavioral monitoring tracks agent actions in real-time. This includes what actions the agent takes, how frequently, in what patterns, and with what outcomes. Monitoring must be comprehensive enough to detect problems and efficient enough to scale with agent activity.
Behavioral boundaries define acceptable ranges for agent behavior. These may include action frequency limits, resource consumption limits, outcome thresholds, and pattern constraints. Violations trigger alerts or automatic intervention.
Behavioral adaptation controls address how agents learn and change over time. If agents modify their behavior based on experience, governance must verify that adaptation remains aligned with intent.
Oversight Governance
Oversight governance addresses how humans maintain visibility and control over agent operation.
Human oversight models define how humans monitor, review, and intervene in agent operation. Different oversight models—guardrail oversight, sampling oversight, outcome oversight—suit different agent types and risk profiles.
Intervention mechanisms provide the ability to pause, redirect, or terminate agent operation. These mechanisms must be accessible, reliable, and usable by personnel with authority to act.
Accountability structures define who is responsible for agent behavior and outcomes. Clear accountability is essential for governance to function. AI accountability frameworks address this dimension.

Policy-Based Governance
Define governance rules as policies that can be evaluated and enforced automatically. Policies specify conditions and required responses. When agents encounter conditions, policy evaluation determines whether actions are permitted.

Capability sprawl: Agents acquire access to more systems and actions than governance addresses. What started as a limited agent becomes broadly empowered without governance adjustment.

Monitoring blind spots: Some agent actions or behaviors are not visible to governance. Problems occur in blind spots.
Intervention latency: By the time problems are detected and intervention occurs, damage has been done. Intervention mechanisms are too slow for agent operation velocity.
