The fundamental governance question is: how much autonomy is appropriate for this system in this context?
Higher autonomy is appropriate when actions are reversible or low-consequence, when the action space is well-understood and bounded, when monitoring can detect problems quickly, when intervention mechanisms are reliable, and when the value of speed justifies the risk.
Lower autonomy is appropriate when actions are irreversible or high-consequence, when the action space includes novel or unexpected situations, when problems may not be detected quickly, when intervention mechanisms are unreliable, and when the value of speed does not justify increased risk.
Many organizations default to higher autonomy than warranted because autonomy delivers efficiency. The governance challenge is resisting this default when risk profiles do not support it.

Action Boundaries
Define what autonomous systems can and cannot do. Permitted actions specify what the system is authorized to do within defined parameters. Conditional actions specify what requires additional verification or approval. Prohibited actions specify what the system must never do regardless of circumstances.
These boundaries must be technically enforced, not just procedurally specified. An agent that could take prohibited actions but is told not to will eventually take them.
Autonomy Tiers
Match autonomy levels to action risk. Tier 1 (Full autonomy) applies to low-risk, reversible actions that proceed without human involvement. Tier 2 (Verified autonomy) applies to medium-risk actions that proceed after automated verification. Tier 3 (Approved autonomy) applies to high-risk actions that require explicit human approval. Tier 4 (Prohibited) applies to actions that cannot be taken under any circumstances.
This tiering creates governance hooks proportionate to risk.
Runtime Monitoring
Track autonomous system behavior in real-time. Monitor action patterns against expected behavior, resource consumption, decision velocity, and boundary approaches. Alert when behavior deviates from normal ranges. AI interaction logging provides the visibility this monitoring requires.
Intervention Mechanisms
Maintain the ability to pause, redirect, or terminate autonomous systems. These mechanisms must be accessible quickly by personnel with authority to use them. If only engineers can stop a misbehaving agent, intervention will be too slow.
Outcome Tracking
Connect autonomous actions to their consequences. Attribution of outcomes to specific autonomous decisions enables understanding of what autonomy produces. This data informs ongoing autonomy calibration.

A common response to autonomy risk is requiring human approval for actions. This works for some scenarios but fails for others.
High-volume autonomous systems cannot have every action approved without negating the efficiency benefits of autonomy. The question is not whether to have human oversight, but how to structure oversight that is meaningful without being bottlenecking.

Address gaps through boundary tightening, monitoring enhancement, intervention improvement, or autonomy reduction.
